06 December saw the Government make available some draft legislation and updates that will be included in the Finance Bill 2012. This is all issued as part of a consultation process and comments on the proposals can be submitted until February 2012. Publishing the draft legislation at this early stage fulfils Government’s commitment to make this available at least three months in advance of Budget 2012, which is when the proposals will be confirmed.
Further, responses have been issued to consultations held over the summer months.
The full drafts contain a smorgasbord of legislation and we have provided a link to this ‘Further Information’ below. However, this is a large document. Therefore, we have divided this up and focused on the pieces that need to be considered by payroll and HR professionals –either because we believe it is information you need to know or information we believe you should be aware of. Each piece below is followed by the relevant piece of draft legislation and explanatory note.
