Why can’t a nanny, supplied by an agency to clients, be treated as self-employed?  Why does the agency have to operate PAYE and deduct NICs?

A nanny is employed by a nanny agency to work for a customer for a few days or weeks. The agency bills the customer for the service provided. The agency pays the nanny an hourly rate for work done.

  1. When an employee works for several separate periods for an employer during the year, do the earnings and tax have to be totalled for the P60?
  2. If a bus company provides free bus passes to employees for private travel, is that a reportable benefit?
  3. An employee of our parent company in the US works inChicagobut is seconded to us and pays UK NICs.  When the secondment ends, so will the UK NICs.  What is the equivalentUSdepartment to the DWP, so we can discuss the situation?
  4. If we provide vouchers instead of flowers when an employee has a baby, is that still considered to be a “trivial benefit”.
