The Coalition government’s Finance Bill is working its way through Parliament but is unexpectedly short. The two changes required by Europe – the broader access to the Seafarer’s Earnings Deduction and Enterprise Management Initiatives – are missing, as is the amendment to the childcare exemptions that would have removed the “generally available” requirement for low-paid employees in order to avoid problems with salary sacrifice schemes.
