Regulatory Change up to April 2011 – Government updates detailed programme for change
Wednesday, April 7th, 2010In a detailed document published on 26 March, the Government has updated its programme of regulatory change from April 2010 onwards. The first “Forward Programme” was published in October 2009 and listed some 380 measures planned up to April 2011, with over 100 further measures that did not have an implementation date.
The new document includes the following measures with an employment/payroll impact:
April 2010
- the right to request time off to undertake training, employers with more than 250 employees
August 2010
- bank holiday entitlements for sea fishermen and workers on inland waterways
October 2010
- annual increase in National Minimum Wage
removal of travel expenses for travel to a temporary workplace as a payment that counts for NMW purposes
Late 2010
- civil aviation workers, allow some standby duty to count as less than working time
April 2011
- additional paternity leave and pay
- the right to request time off to undertake training, employers with up to 250 employees
- (if reform decided) changes to default retirement age legislation
October 2011
- implementation of Agency Workers Directive
October 2012
- pension reforms and Pension Personal Accounts
