Regulatory Change up to April 2011 – Government publishes detailed programme for change

In a detailed document published on 15 October, the Government spells out its programme of some 380 regulatory changes that have been or will be made between April 2009 and April 2001, and in a few cases beyond. A further 115 regulatory change are listed that do not yet have an implementation date. They are offset to an extent by around 66 simplification measures that are also planned. The implementation dates for some regulations are being delayed.
The measures that have an employment/payroll impact are as follows:
October 2009
- increase in the weekly statutory redundancy limit by £30
- annual increase in National Minimum Wage rates and removal of tips from counting towards the NMW
- reduction in fee for standard criminal record disclosure
January 2010
- revised Acas Code of Practice on time off for Trade Union duties and activities
- regularising position for sea fishermen and workers on Inland Waterways in respect of entitlement to Bank Holidays
April 2010
- the right to request time off to undertake training, employers with more than 250 employees
October 2010
- annual increase in National Minimum Wage
- civil aviation workers, allow some standby duty to count as less than working time
April 2011
- additional paternity leave and pay
- the right to request time off to undertake training, employers with up to 250 employees
October 2011
- implementation of Agency Workers Directive (date delayed)
October 2012
- pension reforms and Pension Personal Accounts
The extension of the time off from work rights to a greater number of civic roles will initially be promoted without legislation.
