Year-end Filing – Service level schedule over the tax year end

HMRC’s online systems are closed down for a period over each tax year end in order for the validations for the new tax year to be installed. The following information has been released by HMRC. It is subject to change and further information will be provided as it becomes available. It is does not apply to submissions made using EDI.

P14 and P35 online filing
Employers filing their returns using HMRC’s online services will not be able to access the service for the three-day period between 6 a.m. on Friday, 3 April and 6 a.m. on Monday, 6 April.

Employers filing returns using the facilities provided by their payroll systems should not be affected and, subject to confirmation, will receive responses to their submissions as normal except during the 24-hour period between 12 noon on Saturday, 4 April and 12 noon the following day. Documents may still be filed during this 24-hour period but there will be no response until it ends. Employers choosing to file during this period must not attempt to re-submit their Return because of not receiving an acceptance or rejection message.

If P14s are submitted in parts, HMRC stores the returns and only sends an Internet acceptance message once the corresponding P35 is submitted. The P35 should not be sent until all of the P14 parts have been submitted. During the 10 to 14 days after 6 April, while HMRC builds up to full processing, the P35 acknowledgement will only be sent, assuming the P35 is submitted during that period, when processing is at full capacity.

Expenses and benefits returns
No online expenses and benefits returns will be accepted during the same three-day period, either using HMRC’s own facilities or using third-party software. Any customers attempting to make a submission from 3 April will receive a 1046 Authentication Failure message from the Government Gateway.

In-year forms
In the same way, it will not be possible for file any P45s and P46s online during this three-day period and, if it is attempted, a 1046 Authentication Failure message will be sent from the Government Gateway. Any employers needing to make an online submission during this period of unavailability should either wait until the service resumes on 6 April, or make the submission on paper. During this three-day period, P45s should continue to be given to leavers, even though the Part 1 cannot be submitted online.

Data Provisioning Service (DPS)
The DPS Service will be unavailable for the retrieval of all outgoing forms to any user during the same three-day period.
